Let the Trinity River Flow

On December 19, 2000, former U.S. Interior Secretary, Bruce Babbitt, splashed through small rapids, and stepped out of a traditional dugout canoe on the bank of the Trinity River. In a ceremony on the Hoopa Indian Reservation, he signed into law a Record of Decision (ROD)which will restore an average of 48% of the natural flow to Trinity River. Since Triniy Dam was built in the early 1960s, as much of 90% of the flow has diverted for agricultural, power, and other consumptive uses, leaving traditional salmon and steelhead fisheries decimated.

The ROD, based on 25 years of flow studies, and careful scrutiny of alternatives by many groups and agencies, is designed to restore these fisheries. Powerful agricultural and power interests in California have filed an injunction against this ROD. A federal court in Fresno, California on March 19, 2001 is scheduled to hear arguments about this injunction against the ROD.

Increased water flows would greatly benefit the health of the river, kayakers, rafters, and other recreational users, fisheries, and the Hoopa, Yurok, and Karuk tribes. A note to boaters--According to the ROD flow schedule, we would have a 1500cfs release during a dry or critically dry year on April 28-29, the dates of the Trinity River Freestyle Rodeo, thus guaranteeing the event would go on.

The Trinity River Freestyle Rodeo Committee, guarding the implementation of the ROD, has distributed postcards addressed to key Government Officials. This decision came as a result of twenty-five years of extensive flow studies, and six years of scrutinizing alternatives and their impacts. The decision is based on an important tribal trust with the Hoopa, Yurok, and Karuk tribes. Although the Implementation of the Record of Decision would cost the State of California an average of less than 4/10 of a percent of power generation (FEIS/EIR), a recent poll of California residents by the Los Angeles Times indicated that 64% opposed, and 54% strongly opposed the easing of state and federal environmental standards in order to increase electrical output, which concurs with my view.
